Planning
We, members of the Hong Kong Chinese community living or carrying on business in the United Kingdom, wish to express our deep concern about the proposed Town Planning (Amendment) Bill to be passed and extended to the New Territories of Hong Kong.
We have the views and feelings of most of the people in the New Territories of Hong Kong that the proposed Bill is manifestly unjust and unfair. Should it become law, it has the effect of unreasonably and oppressively confiscating the rights of land owners without compensation, and restricting the rights of freedom of land owners to develope or to put their lands to the best use.
The representatives of Heung Yee Kuk New Territories, a statutory advisory body formed under the laws of Hong Kong and our community, wish to appeal to you jointly and respectfully urge you as our Prime Minister to advise the Government of Hong Kong to withdraw or temporarily postpone the passing of the proposed Bill unless full enquiries into the effect of the proposed Bill have been carried out and proper consultations have been undertaken by the Government of Hong Kong.
