recent years, we have seen changes in the character of a

due to conversion of land for open storage purpose, which in turn

has given rise to other environmental and infrastructural support

problems. The indications are that such activities are likely

to continue to increase. The Government recognizes that there

a strong demand for open storage, and accepts that such

activities serve an economic need in Hong Kong. However, it is
