1. Mr Maude was grateful for your submission of 2 February which he found very useful. With regard to the counselling effort (para 4 of your minute) he thinks it would be better for the UNHCR themselves to lean on Mr Van Leeuwen. Mr Maude therefore prefers the approach suggested by Mr McLaren, that we should work on Mr Van Leeuwen and his staff through the UNHCR office in Geneva.

2. Mr Maude would like to be kept informed of any further developments on any of the issues covered in your submission.
