Chinese Official Assistance to VBP
During your meeting with Yang Youyang of NCNA on 3 April,
I raised the two attached cases of Chinese officials assisting VBP's. One concerned the free supply of fuel to Vietnamese in Hainan, the second official had given assistance in repairing a boat in Zhuhai. During the recent visit to Zhanjiang and Guangxi Chinese Government officials had made it very clear that it was Chinese policy that officials would not assist VBP's and would repatriate those whose boats had broken down. They would take action against officials who did not implement this policy. The two cases I handed over appear to give evidence that some officials were not implementing the policy.
This was of great concern to HKG.
