The Secretary of State has seen Hong Kong telno 42 to Peking about possible relaxation of the Sino-Vietnamese border controls during Ching Ming. He has commented

that Peking should take the action that Hong Kong recommends and that this will be a test of Chinese seriousness on the matter of the boat people.
