Further to my letter of 22 March I enclose details of nine groups of Vietnamese totalling 101 persons who have arrived in Hong Kong having earlier crossed the Sino-Vietnamese land border. As you are no doubt aware in the first three months of this year, of the 636 Vietnamese who have arrived in Hong Kong, no fewer than 543 (85%) have come by the land route.

I should be grateful if you could bring this information urgently to the attention of the relevant Chinese authorities.
