Subject was an ECVII from China. He migrated from Vietnam to China with his family in 1979 and settled in BAO AN XIAN. On 27-3-90 he met Group I and planned to go to Hong Kong with his son and daughter. They arrived in Hong Kong with Group I on 1-4-90.

1. They had no knowledge of the followings:

that they would be placed on a deserted island after their arrival in Hong Kong. (d) whether the Sino-Vietnamese border was closed or control tightened.
All 24 VBP were land-crossers from Vietnam to China.
3. They had not encountered PRC official throughout their voyage to Hong Kong.
