Further to my letter of 6 April I enclose details of two groups of Vietnamese totalling 38 persons who have arrived in Hong Kong having earlier crossed the Sino- Vietnamese land border. As you can see both of these groups purchased their boats in Guangdong.

I should be grateful if you could bring this information urgently to the attention of the relevant Chinese authorities.
