Further to Stephen Bradley's meeting with Mr Chen Guoping yesterday, I enclose details of eight groups of Vietnamese totalling 61 people who have arrived in Hong Kong having earlier crossed the Sino-Vietnamese land border.

You will notice that two of these groups, totalling 7 people, entered Hong Kong by the Hong Kong-China land border. I should be grateful if you could bring this information urgently to the attention of the relevant Chinese authorities.
