I passed copies of the enclosures to both letters to Wang Jianxing of the Hong Kong and Macao Affairs Office, MFA on 7 February.

3. As requested, I enclose a further copy of the enclosures to both letters. I wonder if it would be possible, in future, to let us have two sets of any bulky material you wish us to pass to the Chinese: as you know, our photocopying facilities here are particularly rudimentary. Photocopying bulky documents is extremely time-consuming and tends to cause paralysis (both to the machine and to the person using it!).
