The Chinese Foreign Minister stopped over for 1 hp in Hong Kong last night on his way to Europe. I had the opportunity for a brief word with him (and Zhou Nan) on

VBPS.

I explained the enormous problem we would be faced with if there were a new influx of boat people when the winds changed. We were working actively to restart mandatory repatriation. There was some chance that Mr Maude's talks, now being followed up by the Ambassador in Hanoi, might achieve this. Qian asked about the Vietnamese attitude. I explained their qualms over terminology (forced/mandatory/ orderly) and publicity.

I went on to say that we were firm in our attitude

that all the screened out must be returned. China considered

the VBPS to be illegal immigrants. We hoped that the Chinese authorities could help us by taking measures return all those coming along the coast, as well as overland, to Vietnam. Zhou Nan said that China had already done

a lot. Life was made too comfortable in Hong Kong. The VBPS aim was to get here, not to China. I disagreed. Their aim was to get to America, not Hong Kong where they were not allowed to settle. Life in the camps was not comfortable. Qian agreed that their real goal was America. I said that China and Hong Kong had a common goal. We were grateful for the new measures China was now taking to solve this very difficult problem. Qian said that he agreed that we shared a common aim and should cooperate. He added that Vietnam's economy was now improving.
