Dear Mr. Chen,

Further to my letter of 16 February I enclose details of three groups of Vietnamese who arrived in Hong Kong having earlier crossed the Sino-Vietnamese land border.

We are disturbed by the claims that when one of the boats broke down at Dian Bai () they were inspected by the police, accommodated at the police depot, replenished with food and water and had their boat repaired all by PRC officials. We hope that the Chinese Government will take the necessary steps to prevent such assistance in future.

As you know, it would greatly help us if all Vietnamese illegal, immigrants in China were detained and repatriated.
