1. Mr Maude has seen Hanoi telno 33 to Hong Kong on voluntary repatriation and Hong Kong's reply (telno 30). He does not think that we should accept without question this reduction in the number of flights in April and lowering of the target for voluntary returns in both April and May. He would be grateful for advice on how to take this up with UNHCR: perhaps Mr Maude might speak directly to Stoltenberg, if he is due back from Kabul soon.
