14. Mr Maude's forthcoming visit to Vietnam presents a good opportunity to seek Vietnamese concurrence at a high level for launching an NGO scheme. Briefing can be provided accordingly. Futher consideration will be given to presentational aspects.
15. The Secretary of State broached the idea of NGOs helping with community based projects in Vietnam when he met Heads of Agencies last November. Shortly after Mr Maude ́s
return, we would propose to follow up by calling together a few of the NGOs principally involved for working level discussions on how to proceed. ODA would be prepared to offer up to 80% of the costs of projects mounted in the target areas of Vietnam, outside the normal joint funding scheme. In addition, Vietnam would be opened for general participation in the JFS on the normal 50:50 funding basis.
