Dear Alan,

VIETNAMESE BOAT PEOPLE: "QUICK TURNAROUND SCHEME"

We have been following with interest the recent telegram traffic discussing a proposed "quick turnaround scheme" for new VBP arrivals in Hong Kong. I thought I should write to make two points:

we stand ready to offer any advice that may be helpful from our experience of refugee determination in the UK, and related discussion with (and criticism by) NGOs and UNHCR;

given that most of our turnarounds are by no means quick, we would like to keep in close touch with the mechanics of any new scheme in Hong Kong in order to be able to apply any useful lessons to procedures here.
