VIETNAMESE BOAT PEOPLE: MR MAUDE'S VÍSIT TO HONG KONG: BLACK MUSEUM

1. I have discussed with Chris Osborne and with Mike Hanson the

idea of establishing a "Black Museum" of weapons removed from the

VBP camps, which Mr Maude might visit, under appropriate press cover, while in Hong Kong (item g on PS/Mr Maude's minute of

26 March).

2. Mr Hanson had understood the time to be devoted to the boat

people issue to be limited, and had planned to set up the museum at

the camp which Mr Maude will visit. This would have involved taking

the weapons to the camp; it might have looked contrived, as the camp involved has not been the scene of serious disturbances. We agreed it would be worth tŷring to extend the time on VBPS to include a visit to CSD (Correctional Services Department) headquarters, where

Mr Maude might meet representatives of the Camp Management

Organisations, including CSD, the Police, and the Immigration Service. An opportunity to hear their own account of their difficulties might balance the meeting with UNHCR, and would give

Mr Maude a chance to congratulate them on their work, particularly

during last year. He could then tour the black museum, which would

be set up at CSD headquarters.
