1. Greville Janner MP wrote to the Secretary of State on 14 March

enclosing a copy of a letter to the Hong Kong Secretary for Security about conditions in the camps. The letter to the Secretary of State

has been marked for reply by Mr Maude. This followed a letter of

15 January on the same subject; although the earlier letter did not

receive a reply, Mr Janner does not refer to this fact. I submit a

draft reply to both letters,

Background

2. Mr Janner was in Hong Kong in December last year, and while

there visited some of the Vietnamese boat people centres. He was

shocked by the conditions he saw, and wrote' to the Secretary of

State on the subject on 15 January. He also wrote to Geoff Barnes,

who was Secretary for Security at the time.

Mr Barnes received the letter very shortly before his retirement

and marked it to a senior colleague in his branch to reply on his

behalf. Mr Janner was irritated that he did not receive a personal

reply, and that the reply itself was late. He wrote a second letter

addressed to Mr Barnes, and sent a copy to the Secretary of State on

14 March.

4. In the meantime, his original letter to the Secretary of State

had been marked to SEAD for reply, and was then passed on to HKD,

where it was overlooked. This is entirely my own fault, for which I
