We have just received a copy of "The Overseas Pensioner (April 1990 issue)", the official journal
of the Overseas Service Pensioners Association (OSPA). are disturbed by the report on Hong Kong pensions on pages 6 and 28
6 and 28 of the journal where reference is made that "the HK Government have undertaken to examine any serious hardship cases arising from exchange rate fluctuations." This appears to have been quoted from
Tetters from the FCO.
As explained in our telno 1567 when we commented on your proposed reply to a PQ on sterling safeguards for pensions, our current proposal to 2, provide relief for pensioners suffering genuine hardship is not designed to protect overseas pensioners from the effects of currency fluctuations. It is а scheme, on a very small scale, to help pensioners in difficulties in meeting one off expenses e.g. funeral expenses or the cost of a wheelchair. We hope that this could be clarified with the OSPA.
