Thank you for your letter of 25 May.

As I explained to you during your recent visit to Hong Kong, we see little prospect at this stage that the Hong Kong Government could overcome the fundamental difficulties involved in protecting HMOCS pensions against currency fluctuations. This must be HMG's

responsibility. Similarly, OSPA's proposal that HMG

should take over HMOCS pension payments at a fixed exchange rate is primarily a matter for HMG. interested to see HMG's views on this idea.

Regarding the SPOS arrangements, we agree, as you know, that these are unsatisfactory in certain respects and we have made our views known to the FCO on a number of occasions. We shall continue to lend our support to OSPA to bring about improvements to the SPOS arrangements. In this connection, the very informative note on SPOS which you sent us is helpful.

As regards the proposal for granting war service credit in the provision of pensions for Hong Kong officers, we have not forgotten about it. We are assessing its financial, political and practical implications. We are not yet in a position to take a decision on this issue, but hope to be able to let you know the outcome soon.
