Whilst, as you say, it may not as yet have been necessary bo to activate these arrangements, it is surely likely that, as 1997 approaches and the need to localise the higher ranks of the Service becomes more urgent, this scheme will be utilised in advance of the introduction of the general compensation scheme. As explained above, we are sure that the morale of the Service will be encouraged by accepting and emphasising this position rather than by down-playing it.
