A 1. A letter from Mr Pusinelli, Chairman of the Overseas
Service Pensioners' Association (OSPA), to Mr Maude seeking an assurance that we will introduce a General Compensation
Scheme for members of Her Majesty's Overseas Civil Service (HMOCS) in Hong Kong.
Recommendation
2. I submit a draft reply from Lord Caithness. The ODA and Mr Fifoot (Legal Advisers) agree.
Background
3. OSPA is an organisation of retired members of HMOCS who
have served in Dependent Territories. OSPA's President is
Lord Grey of Naunton. The focus of OSPA's work is now on
Hong Kong, as this is now the only dependent territory where
(other then a literal handful of) HMOCS members remain.

Mr Pusinelli has been in correspondence with the FCO and the Hong Kong Government on HMOCS matters for many years. One of the main issues with which OSPA have long been
