OSPA

1.

I attach a copy of your letter to Pusinelli, dated

9 November. I also return the original letter: I have taken

copies.

2. Paras 2 and 5 of the note of the meeting disclose far more than we would have wished: the Treasury will be furious, I am sure. Para 5 in particular is simply untrue. We are not working on the OSPA formula (presumably that outlined in para 4) and we have never indicated that, were we to take over pensions, it would be at the current rate. While bearing in mind that this is OSPA's record and therefore possibly suspect, I think we shall have to write. to HKG saying that we are concerned that they have misrepresented the position and that they have blabbed far too much. In replying to OSPA, I think you will also have to dampen any impression they may have gained that a solution is just round the corner- may have on the Note.

3.

I shall draft urgently.
