HONG KONG: RESPONSE TO THE OVERSEAS SERVICE PENSIONERS

(OSPA)

Problem

ASSOCIATION

1. When Lord Glenarthur received a delegation from OSPA headed by

Lord Grey on 3 November 1987, he said he would send in due course

written comments on the various points they raised. Lord Glenarthur

left a memorandum with Lord Glenarthur. OSPA's chairman, Mr

Pusinelli, subsequently sent Hong Kong Department a further paper setting out OSPA's views in more detail.

Recommendation

2. I recommend that Lord Glenarthur write to OSPA on the lines of

the attached draft. ODA (Pensions Department) concur with the draft, which has been prepared in consultation with the Hong Kong

Government.

OSPA make two basic demands:

(a)

that HMG should take early action to stabilise and secure the

sterling value of the basic pension (payable by the Hong Kong

Government). OSPA argue that sterling guarantees are the

responsibility of HMG, rather than the Hong Kong Government.

that HMG should establish a firm sterling base value for those

pensions on which all future calculations of the British Supplementary Pension for Overseas Service (SPOS) are made.
