from these posts materially affects their career prospects. follows, therefore, that to facilitate this policy of promoting local officers a Limited Compensation Scheme should be applied to those involved now, in advance of a General Scheme for all permanent and pensionable officers when the Secretary of State's authority is withdrawn.

In my letter of 26th January I drew your attention to the previous undertakings and assurances which had been given by Her Majesty's Government, and your reluctance now to confirm then can only be taken as an indication that H.M. Government is now reneging on those assurances, and the bland assurance in your final paragraph of "giving very careful thought" will do little to bolster the morale of the expatriate element of the Service in Hong Kong; indeed it will only add to the disquiet and uncertainty which was caused by your letter of 21st August, 1989.

I feel obliged, therefore, to repeat what I said in the final sentence of my letter of 26th January. The orale of the Service will be encouraged by accepting and re-emphasising the position that H.M. Government will stand by its responsibilities towards the public service in Hong Kong, and in particular as far as this Association is concerned the members of HMOCS, rather than down playing it as was done in your letter of 21st August and now repeated in your present letter. And I am sure you will appreciate that the dissemination of the contents of your letter to our members and associate members in Hong Kong will have a very demoralising effect. We all, therefore, look forward to the imminent announcement, the promise of which, in the last sentence of your letter, has been and will be greatly welcomed both here and in Hong Kong, and which we assume will cover, inter alia, guarantees of the sterling value of Hong Kong pensions and their continued payment.
