We spoke on 24 May about the proposed reply to Mr Pusinelli's latter of 24 April.

2. You read out some suggested additions from the Legal Adviser. These seemed generally acceptable, but I advised you not to say, or imply, that the Joint Declaration provides the same assurances as the Public Officers' Agreements (POAs) in other countries. POAS contained exchange rate safeguards not (?yet) available to Hong Kong pensioners and OSPA would be sure to spot this.
