I enclose a copy of Robert Gordon's letter to me of 11 June, enclosing in turn a copy of the Secretary-General's long-awaited paper on further follow up. The paper is fully analysed in Robert's letter. In essence, it offers a cautious but fairly sound way forward, with a pretty comprehensive "menu" of options to choose from. But there is of course a sting in the tail on resources.

I should be grateful if you and other recipients of this letter could let me have your comments on the Secretary-General's paper by noon on Wednesday 20 June, so that instructions can be sent to Mr Gray in good time for the Council Group meeting on 22 June. will want in particular to bear in mind the points in paragraphs 6 and 8 of Robert Gordon's letter. May I leave it to you and Peter Edmonds in HM Treasury to pass the papers on to the UK participants at the Workshops, and to act as the channel for their own comments?

I should also be grateful for Richard Tauwhare's views on the resources question. We are, I understand, committed to zero real growth in the OECD budget, but I think we have always accepted that if the OECD is to make a proper job of follow up, then some modest reinforcement of the Secretariat would probably be necessary.
