EXTENSION/APPLICATION OF CONVENTION AND INSTRUMENTS

1. I attach a copy of the draft you have long been awaiting on the merits or otherwise of the Crown Territories and Dependent Territories submitting to the ways of the OECD. It is, I hope, self-explanatory and covers all the immediate aspects. I would be glad for any comments you may have generally and any suggestions for any expansion or developments of any particular points you may feel need more

attention.

2. Similarly I should be grateful for the comments of copy addressees (list below) for their comments, and whilst I am aware that SED's views are well known as are those of Mr MacFarlane, Home Office, I would nevertheless value any updating from them.

We agreed at the meeting we had with the Channel Islanders on 12 March that we would pursue this matter with all speed. In that spirit, I would appreciate responses, if at all possible by close of play on Wednesday, 4 April.
