OECD AND THE DYNAMIC ASIAN ECONOMIES

The Council Group on Non Member Economies on 27 April discussed next steps in OECD's relations with the DAES, following the four Workshops held this spring. There was general agreement that the momentum should be maintained broadly on present lines, but that more detailed subject matter would be needed in some future contacts.

The Secretary-General said that there seemed to be a general feeling, among all participating delegations, that the Workshops had been useful and that the dialogue should be continued. In doing so, account should be taken of two areas of difficulty: the absence of other ASEAN colleagues (and in particular Indonesia) was a source of concern to Malaysia, Thailand and Singapore; and the

three countries (though Singapore to

extent) presented communications problems for the Secretariat because of the poor quality of their representation in Paris.

As for next steps, Paye hoped that the Ministerial Council on 30/31 May would give some guidance; and he also intended to seek the DAES' views (perhaps a team should visit the area after the Ministerial, he suggested). One possible way forward was to have more workshops at the same level of generality on eg environment. Another was to hold seminars going into more detail on specific subjects. It might also be useful to have a general overview meeting from time to time. There was no reason why all three lines should not be pursued at the same time: they were not incompatible. As for modalities, some small changes from the previous workshop model might be warranted: not all the DAES might want to be represented at every meeting, for instance. He against any formalisation or institutionalisation at this stage, but thought that some form of contact with OECD Committee members might be useful (cf the experience of the Seoul workshop).
