Illegal Immigrants Arrested for Crime

During 1989, a total of 1 383 illegal immigrants (II's)
were arrested for crime, compared with 870 in 1988. A relatively
large number (about 69%) of II's were arrested for the offences of
using ID card relating to another, forgery and miscellaneous thefts.
58 II's were arrested for violent crimes and of whom 16 were involved
in robberies.
Vietnamese Refugees/Boat People Arrested

The total number of crimes involving Vietnamese refugees/boat people (VR/VBP) in 1989 was 1209. There were 1301 VR/VBP arrested for crime, compared with 356 people in 1988. The
rise in crimes involving VR/VBP was mainly attributable to an increase
in numbers of offences of wounding, serious assault, assault on
police, robbery, pickpocketing, shoptheft, miscellaneous thefts and
offences against public order. Of the total numbers of crimes
committed by VR/VBP, 604 (or 50%) occurred inside Vietnamese Camps and
the remainder occurred outside the camps. During 1989, 299 Vietnamese
people were arrested for woundings and serious assaults (321 cases), 179 for miscellaneous thefts (145 cases), 97 for pickpocketings (84 cases) 91 for shopthefts (88 cases), 89 for robberies (89 cases), 89 for offences against public order (13 cases) and 78 for assaulting
police officers (54 cases). Crimes committed by Vietnamese refugees/boat people in 1989 constituted 1.5% of the total numbers of
crimes in the Territory. With VR/VBP forming 0.8% of the total
population of Hong Kong this represents 253.5 crime per 10000 Vietnamese compared with 141.1 per 10 000 by local residents.
