The officials of the Foreign Affairs Department of Xinhua News

Agency Hong Kong Branch met twice in February with the officials

of your office to take with your side the matter of a series of

activities against the Central Government. masterminded and organised

by the Hong Kong Alliance for the Promotion of Democracy in China

and other groups, asking the Hong Kong Government to adopt necessary

measures of preventing those activities. On March 21, Mr Ji

Shaoxiang reiterated to Mr Ehrman China's position and demand.

However, these anti-China activities have been taking place in Hong Kong

unchecked, and in fact, they are on the increase. On April 1, over

a dozen of "April 5 Group" members demonstrated outside the Xinhua

Office Building carrying banners. They also used an amplifier without

permission, shouting slogans such as "End of One Party Dictatorship"

spearheading directly at the Central Government. According to the

local news papers, the Hong Kong Alliance is escalating its efforts

in scheming a series of "Anniversary Activities for June 4", including

"Qingming Festival March for China's Democracy", erecting a monument

in the Victoria Park, May 20 bicycle procession in Taipo, June 4

Victoria Park Candle light assembly. We hold that these anti Central

Govenment activities will bring about extremely bad social effects and
