We need to consider the relationship between:

(a) the Annual Report to Parliament;

(b) the Government's reply to the Foreign Affairs Committee;

(c) the proposed White Paper on Hong Kong.

Recommendation

2.

I recommend that:

(a) the Annual Report be published as soon as possible (ie end of March/early April);

(b) the Secretary of State might propose to Mr Howell that the

White Paper should serve as the Government's further reply to

the Foreign Affairs Committee.
