Mr Maude has seen Mr Paul's submission of 23 March. has spoken to David Howell who has undertaken to consult and come back to us, but he broadly favours a boring response to the FAC sooner rather than later. Unless Mr Howell subsequently says otherwise, Mr Maude thinks that we should plan on this basis, with an undramatic document perhaps later in April.
