Background
1. Our decision to enter a 6-month Reservation on Hong Kong's
behalf has given rise to over 100 questions in the House (mainly
from Mr Tony Banks MP), more than 350 letters from MPs and several
thousand letters from the public.
2. No evidence has emerged of involvement by Hong Kong in poaching ivory in East Africa and Dr Leakey, Director of the Kenya Wildlife
Service, has recently admitted that because of the lack of markets
the price of ivory has fallen to such an extent ivory poaching in
Africa is no longer worthwhile.
3.
The legislative process in Hong Kong is on schedule with a view
to ensuring that legislation to implement the ban is enacted before
the reservation expires on 17 July. Legislation was introduced into
LegCo on 4 April.
