Chinese Incursion into Hong Kong Waters

4. An incident took place on 3/4 May which appeared to

involve Chinese official personnel in smuggling stolen

cars out of Hong Kong. During the course of the

incident, two Hong Kong policemen, working undercover in

an anti-smuggling operation, were taken to China and

detained by the Chinese authorities. The two officers

have now been released.

5. The Chinese authorities have not admitted that the

smuggling was taking place with the connivance of Chinese

officials. Indeed, the NCNA have complained publicly

that the Hong Kong Government have distorted the facts.

incident very seriously, does not wish to raise the

temperature and has appealed for the matter to be settled

through normal liaison channels.

Xu Jiatun

6. Xu Jiatun, the former head of the NCNA in Hong Kong,

left Hong Kong on 1 May for the US. His departure was

apparently prompted by investigations into his activities

in connection with the events of June 1989 and into

allegations of corruption.
