QUEEN'S SPEECHES ON THE PROROGATION AND THE OPENING OF PARLIAMENT

We would like to see a reference in the Queen's speech on the Opening of Parliament to HMG's continuing commitment to the Dependent Territories with a particular reference to drugs in the Caribbean Dependent Territories (The Prime Minister announced a package of £1.2m for the Caribbean DTs at the London Drugs Conference). Both the Dependent Territories and drugs are priority areas of FCO/HMG interest, and it is important that reference is made to the DTs to balance the reference made to HMG by the Governors in their speeches from

the throne.

I attach a suggested draft which will need to take account of/be associated with any references proposed by HKD, FID and NCAD.
