The British Nationality (Hong Kong) Act to which I gave Assent in July will enable 50,000 selected personnel in Hong Kong, and their spouses and minor children, to be given the assurance of British citizenship without the need for them

to emigrate.

We believe

the Act will give those selected the confidence to remain in Hong Kong and that their continued presence will contribute to maintaining the territory's stability and prosperity both before and after the transition to Chinese soverignty in 1997. In this way the Act will benefit all the people of Hong Kong.
