1. Lord Caithness has seen your minute of 20 July covering drafts for the Queen's speeches. He has two comments:
-
he thinks it odd that the paragraph on Burma and Cambodia comes before the, to his mind more important, mention of Hong Kong. He would like the order reversed;
he is surprised that there is no mention of Vietnamese Boat People. I should be grateful if Mr Colvin could give urgent thought to whether a reference might be added.
