THE QUEEN'S SPEECH ON THE OPENING OF PARLIAMENT,
1990-91
As you know, QL discussed at their meeting of 18 September the draft of the Queen's Speech on the State Opening of the 1990/91 session of this Parliament. I attach a copy of the draft as approved by QL, which they decided should be circulated, as is customary, to Cabinet colleagues for any further comments before it is formally submitted to the Cabinet.
There are a number of passages in square brackets in the foreign affairs section of the speech, some of which we are unlikely to be in a position to finalise for some time. I shall consult Douglas Hurd about the passages as the deadline approaches for finalising the printed text.
I should be grateful to have by 10 October any comments which colleagues may have on these and other sections of the speech. Nil returns would also be helpful. I shall then circulate the draft, amended in the light of any comments received, for formal consideration by the Cabinet on 18 October.
