Best outcome is one which provided for a substantial number of directly elected seats in 1991 and a steady upward slope up to and beyond

1997.

But if this is not attainable, decision on 1991 will be taken by us in best interest of Hong

Kong.

SHOULD YOU NOT SIMPLY TAKE THE DECISION HONG KONG

PEOPLE WANT IE 20 SEATS?

Clear that there is a large measure of support for the OMELCO Consensus (20 direclty elected seats in 1991). Also clear that no responsible opinion in Hong Kong welcomes unnecessary confrontation

with China.

Our job to consider whether we can achieve optimum situation - introduction of a degree of democracy which meets Hong Kong's aspirations and which can continue and increase in the years ahead.

That is what we are trying to achieve.
