It is of course desirable that Vietnam should be a better and more prosperous place so that people are happy to stay there. this is not going to be achieved overnight.

We are already giving reintegration assistance to help those being returned to Vietnam to settle back into their local communities. We do not rule out reintegration assistance as part of a comprehensive repatriation programme and are having preliminary discussions with the Vietnamese about the involvement of NGOs in providing assistance
to the local communities.
But in order to qualify for full programme aid Vietnam must first fulfil its responsibilities towards its own people.
