At the Geneva Conference last June, the international community accepted the principle that all non-refugees should be returned to Vietnam. At the meeting of Steering Committee on 23/24 January we have been seeking international agreement to implementation of this principle.
We are also seeking UNHCR agreement to monitor conditions of all who return to Vietnam and stressing need to deter a further huge influx of new arrivals when this year's sailing season begins in March.
No repatriation flights will take place before the Steering
Committee meeting.
