The main criteria will be the value of the individuals' service to Hong Kong and the propensity of people in their category of employment to emigrate. Other criteria will include experience, education, the ability to speak English and existing links with the UK. The precise details of the selection criteria are at present being finalised and Noble Lords will have an opportunity to examine them in detail when the legislation is introduced.
