FALKLANDS FISHERIES

Normal part of fisheries protection.

Not excessive. Fishery officers well received.

Good relations established with fishing fleets.

OPERATION OF THE FICZ

Still early in the season. About 50 vessels fishing in FICZ: others collecting licences (over 100 issued) and receiving briefing in Stanley.

Assets (2 vessels, 1 aircraft) operating.

Choice of assets matters for FIG. Considers

chartering offers financial advantages over purchases.

Orderly. No incidents.

ROE (Rules of Engagement).

Civilian regime. Military assist if requested.

ROE confidential.

LICENCES

Over 500 applications: approximately 250

allocated.

Most nations which have fished in the past applied

(USSR, GDR, Bulgaria excepted). Russians told us

their fisheries agreement with Argentina without prejudice to interests of third countries.

Successful applicants from UK, Spain, Italy, Greece, Portugal, France, Japan, South Korea, Taiwan, Poland, Mauritania and Chile.

Number licences reflects conservation needs.

Illex squid requires special protection (draft FAO

report confirms this).

No reason to believe any fishing nation will not

respect FICZ. Would put their considerable investment

at risk.
