Hong Kong: Business Statement:/1 March

The Secretary of State has seen Mr Gregson's minute of 2 March which reports that Mr Richard Shepherd asked for a statement on on Hong Kong after the Business Statement on 1 March. He would like to write a persuasive letter to Mr Shepherd pointing out that this is the start of democracy in Hong Kong.

The Secretary of State has asked about progress on his proposed article in The Times on this subject about which I minuted a week or so ago.
