The Chief Secretary (Hong Kong) has described in
detail the arrangements for the 1991 elections.
Nationality
4.15 The Government sould take a lead at the earliest opportunity
with our friends in the international community to prepare
for a "worst case" scenario in the event of a fundamental
breach of the Joint Declaration.
4.19 Assurances Scheme for key people in the private sector.
4.20
Greater flexibility in the application of Section 4(5) of the
BNA 81 ie registration of public servants as British
Citizens.
4.21 Assurances for key people in the public sector (ie
undertakings).
4.24 Periods of study in UK to count towards citizenship
requirements.
All of these were either covered in the Secretary of State's
announcement in the House of Commons on 20 December 1989 or will be
taken into account during the passage of the Bill.
Widows of ex-Servicemen
4.22 Recommends that the few war widows are given immediate
assurances that they can come to Britain at any time they wish
to do so.
It is intended that a Statement will be made to the House on this
issue during the debate on the Hong Kong Bill. It will also cover widows of British Citizens.
