Dear Sir,

On behalf of the JPOA of the Royal Hong Kong Police Force, I wish to state that the standpoint of the Association has remained unchanged since June 1989 when the problems facing the Junior Police Officers were conveyed to Sir Geoffrey Howe, the then British Foreign Secretary. In order to give you a full picture of the feelings and viewpoints of the Association, I have attached the following list of letters for your reference and information :-
