Lord Caithness has asked me to thank you for your letter of 19 September, drawing his attention to previous correspondence about issues of concern to members of your

Association. Lord Caithness was glad to have had the opportunity to meet you and other representatives of your Association during his recent visit Hong Kong and to hear your views at first hand.

Lord Caithness is aware of the concern felt by Junior Police Officers that they will not all qualify under the

assurances scheme. Unfortunately it would not be possible

to grant all Junior Police Officers the right of abode in

the UK, given the overall ceiling on numbers imposed by the British Nationality (Hong Kong) Act. I should point out, however, that the number of assurances reserved for the

Disciplined Services is proportionately much higher than

that for the community as a whole or for the rest of the public service.

I can assure you that the Hong Kong Government take the

concerns of your Association very seriously and attach great importance to the maintenance of an effective and well
