Opinions from the Service Staff of Immigration Department, Hong Kong

As the Chairman of the Immigration Service Officers Association comprising 1,582 service members from the rank of Assistant Immigration Officer to Principal Immigration Officer (six ranks), I write on behalf of the staff side of the Immigration Department, Hong Kong.

I wish to take this opportunity to voice out to you, your Lordship, our opinions in writing as per attached over the unfair treatment towards the Immigration Service staff disparity of pay and provision of disciplined service quarters as compared with other disciplined departments in Hong Kong. We all feel aggrieved and consider it a total discrimination which is absolutely unacceptable by all members of the Immigration Service.

With your kind attention, I hope remedies could be taken to redress the disparity by the Hong Kong Government. We have been adopting a low-key attitude towards the disparities against us and discharging our duties patiently and responsibly. I must emphasize that our silence is by no means sign of acceptance to

of acceptance to the unfair treatment. In fact we are losing our patience and

patience and our morale is running down. the problem is not to be solved, the morale of the Immigration Service staff will surely be aggravated further to such a degree that it will affect the overall operation of the service and in turn the stability and prosperity of Hong Kong in the years to come during the transitional period towards 1997.
