Your letter of 2nd November 1988 refers.

As you are aware it proved impossible to meet the 5th December submission date set in your letter because some of the staff associations felt it necessary tc hold ECMs before they could take a firm position on the Report.

There has been a very adverse reaction to the Report from all cf the Force due largely, though not entirely, to the reduction or lces of existing differentials with the four disciplined services and the significantly greater average percentage increases that they received in comparison with the Police Force.

My purpose was to establish formal acceptance of the special position the Force bolds in the civil service and society and it was clear that such recognition was of great concern to staff as well as an. japorteut factor in enhancing morale. While the Report contains formal achi.owledgement of the Force's special position in a number of ways, in practical terms it falls far short of what is required to ieintein i orale, let alore enhance it. The effect has in fact been the opposite of what was hoped and morale has been camaged quite severely.

Had the package offered to the Force been the result of an Indepercent review of the Police alone there is a strong possibility the the cóverse reaction would have been avoided and the package accepted with no more than relatively minor dissent over the absorption cf allcwances. The primary cause of the difficulties this Feport has caused was the decision to review all five services together. I believe the clear lesson for the Administration is that

that if it persists in dealing with the Folice Force together with the other services it has little OF no hope of raising or even preserving the morale of their "agency of last rescrt".
