Our main difference over policy towards South Africa is limited to our approach on sanctions. The Norwegian

Government is awaiting the rihgt "signals" from the ANC

before lifting sanctions. Norwegian companies in the meantime are reported to be showing heightened interest in upgrading their operations in South Africa.

26. Norway, in line with Denmark, Swedena nd Finland has

relaxed snactions imposed against China after the Tiananmen Square massacre allowing short, medium and long term credit. Norwegian and Chinese officials are due to meet in November

to discuss the possibilities of increasing mutual trade.

27. The Norwegians have been unforthcoming over assurances

for Hong Kong people. Our Ambassador in Oslo sees little

prospect of them offering very much, if anything.
